The pictures were taken from an AC130 Specter gunship two and a half miles away. The guys in the picture are setting up a roadside bomb and planning to ambush an American convoy which followed a short while after the pictures were taken.

This is actually an attack on iraqi farmers. Notice the stalled tractor and the white hot exhaust pipe, meaning the tractor was running. The repair truck shows up, then the apache comes in and kills all of them.
Farmers will do lots of their work very early in the morning such as tilling. The tractor is ragging a disk harrow. No small arms are seen to be carried by any of the men.
